Popay Learn: The LMS solution adopted by AVR to boost internal training
11 Jul 2025
When Cynthia van Tilborg joined AVR as HR Manager in May 2023, the need was already there: a Learning Management System (LMS). Beyond all the mandatory training, this organization wants to give employees the opportunity to develop and grow on their own initiative. And facilitating all of that manually takes a lot of time. It’s time to automate part of the process.
Working at AVR inevitably means continuing to learn. The organization is required by government regulations to offer numerous mandatory training programs in order to remain compliant. Currently, HR teams manage all of this manually in Excel. “Right now, we mainly offer mandatory training, but we’d really like to expand that. The labor market is tight, so we want to attract and retain talent. We want to make it appealing for candidates to choose us—and to keep choosing us. That means we have to be an attractive employer. Development plays a major role in that,” explains Cynthia.
AVR wants to better support employees so they can continue to grow
“We’ve noticed that people are eager to grow and that most of them want to keep learning,” says Cynthia. “At AVR, a lot is possible. It would be great to implement growth paths so that every employee has a clear view of the opportunities that match their ambitions. To be able to see what it takes to move from one role to another, and what steps you can proactively take to get there. To offer that kind of clarity, we need an LMS.”
Of course, managers play a big role in employee development, but Cynthia’s goal is for employees to also take initiative and have a clear view of their growth options. In addition, an LMS helps save a significant amount of time. “AVR employs 490 people across several sites. Right now, our training coordinator spends a lot of time constantly monitoring who needs to attend which training and sending reminders. With Popay Learn, we’re automating that administrative process, so we’ll spend much less time on it moving forward,” says Cynthia.
Why did AVR choose Popay? The decision wasn’t difficult. AVR and Popay are already well-acquainted. They’ve been working together for years on HR automation. Cynthia explains: “We already rely on Popay’s expertise. We work with Oracle, and Popay built the entire HR layer around it—for leave requests, absenteeism, and statistics. That foundation is already in place and works well. They also help us every month with payroll processing. So naturally, we were curious to see what Popay offers in terms of talent development. Of course, we looked at other systems too, but Popay came out on top. Plus, we’re very happy with our collaboration, so the choice was easy. They’re responsive, easy to reach, and solution-oriented.”
So, AVR is choosing Popay Learn—partly due to the strong partnership. But the system itself also convinced Cynthia: “Popay Learn is truly connected to our core HR data and payroll. That’s a big plus. Also, the system is intuitive—you can tell Popay is innovative and forward-thinking. And we’ve experienced firsthand that if we need a new feature in the HR system, Popay quickly explores what’s possible. They can always build further based on our needs, which is great. That flexibility and customization really make a difference. You’re not stuck with a one-size-fits-all setup.”
With Popay Learn, AVR is taking another big step toward professionalizing and automating HR. It empowers both employees and the HR team—and that’s exactly what Popay aims to achieve. The implementation timeline? Nice and short. “We want to go live on July 1st,” says Cynthia. “In the coming weeks, we’ll attend targeted workshops—for HR, for IT, and for employees. Popay has experience rolling out these kinds of systems, so the implementation is well-organized. We’re confident and excited to start working with Popay Learn!” concludes Cynthia.
